Three Pune developers were assessed on one nine-criterion framework; the scores are editorial working scores, not investment or credit ratings.

The builders who have shaped Pune's construction sector have followed different paths. Pristine Properties, Marvel Realtors and Panchshil Realty are seen as representing three different traditions. All three have close ties to Pune and have built well-known residential projects. The evidence behind their present profiles, however, differs widely.

Assessed on a single framework, Panchshil Realty scored 78.5/100 with "high" confidence in the evidence. Pristine Properties scored 73.5/100 with confidence rated "medium to high". Marvel Realtors scored 65/100 with "high" confidence. These are editorial working scores. They are not an investment rating, a credit rating, a legal opinion or a guarantee of future performance.

The 100 points are divided across nine criteria: delivery and execution 20, completed projects to date 15, MahaRERA and regulatory compliance 15, construction quality 10, customer experience 10, financial strength 10, presence in Pune 10, transparency 5, and innovation and sustainability 5.

Panchshil has built up wide experience across residential, commercial and hospitality projects. According to the company's current profile, more than 39 million sq ft has been completed and more than 41.5 million sq ft is under way. It scored 15/20 on delivery and 7.5/10 on financial strength. As a private company, little of its consolidated financial information is publicly visible. The assessment clarifies that this is not a finding of financial weakness but a matter of limited information being available.

Pristine's real strength is more than four decades of experience in Pune. According to the company's website, it has completed more than 40 projects and provided homes to more than 10,000 families. It has projects in Wakad, Moshi, Aundh, Wagholi, Bavdhan, Mahalunge and Kalyani Nagar, among other places. It scored 8.5/15 on the MahaRERA criterion because complaints and changes in completion dates were seen in some projects. The assessment also notes that a complaint does not amount to proven wrongdoing.

Marvel is known for its luxury projects in Koregaon Park, Boat Club Road, Kalyani Nagar and Mundhwa. It received the full 5/5 on innovation. On the financial criterion, however, it scored only 4/10. In December 2022, IDFC First Bank initiated insolvency proceedings against Marvel Realtors and Developers Limited. These were withdrawn in 2023 after a settlement. The assessment says this should not be read to mean the company is insolvent today.

The Aquanas project is cited as an example. In a November 2023 MahaRERA order, the promoter sought an extension, saying the project was 85% complete. The order notes that an extension up to April 2023 had been granted earlier. It also states that the NCLT proceedings had affected the project.

The assessment says plainly that these scores are not enough for home buyers. Its aim is not to say which builder to choose but to help the buyer be better informed before signing an agreement. It advises buyers to check separately the MahaRERA registration, the promoter company, title, approvals, completion schedule, loan encumbrances, litigation and the sale agreement.
