A Dhammachakra Anupravartan ceremony will be held at Dikshabhoomi in Chandrapur city on October 15 and 16. Large numbers of followers come from within and outside the district. To avoid traffic and crowd problems and to maintain law and order, vehicles of all kinds must be kept off the roads leading to the Dikshabhoomi grounds. District Superintendent of Police Ayush Nopani has therefore issued orders changing the city's traffic arrangements.
According to the order, the changes will remain in force from 8 am on October 15 to 8 am on October 17. The police department has said the arrangements may be altered during implementation if required.
In view of the crowds of Buddhist devotees going to Dikshabhoomi, entry of all kinds of vehicles will be barred in the entire area covering Pani Tanki Chowk, the road from Juna Warora Naka to Collector Bungalow, the road near the Shaheed Smarak, Warora Naka Chowk, the stretch from Mitranagar Chowk to Sindhi Panchayat Bhavan, and the stretch from Mitranagar Chowk to the District Stadium. The whole area has been declared a no-parking and no-hawkers zone, meaning no vehicle may be parked and no hawkers may set up there during this period.
Alternative routes have been fixed for heavy vehicles. As required, all heavy vehicles coming from Nagpur to Chandrapur will go from Hotel Kundan Plaza via CTPS and Nehru Nagar to Mul Road. Heavy vehicles going from Mul to Nagpur will take the route via Bengali Camp, Savarkar Chowk and the Warora Naka flyover, or go via Nehru Nagar and CTPS to Nagpur. If necessary, these vehicles will be stopped at MEL Naka, Savarkar Chowk and the Warora Naka flyover. Heavy vehicles going from Ballarshah to Nagpur will go via Bengali Camp and Nehru Nagar and CTPS to Nagpur, or, depending on the crowd of followers on Dikshabhoomi Road, will be stopped at Bengali Camp, DRC Bunker, on Bypass Road.
For two-wheelers and light four-wheelers of the city, the road from Juna Warora Naka Chowk to Ambedkar College, Mitra Nagar Chowk and TB Hospital will be closed to every vehicle, including bicycles. The roads via Pani Tanki, the rest house and Juna Warora Naka are also closed in both directions to every vehicle, including bicycles. Vehicles coming from Nagpur towards the city, other than heavy vehicles, will therefore enter the city via Warora Naka, the flyover, Siddharth Hotel, the bus stand and Priyadarshini Chowk.
Residents of Ramnagar, Mitra Nagar, Akashvani, Snehnagar and Wadgaon should take their vehicles, other than heavy vehicles, via Pani Tanki, Dawa Bazaar, Sant Kevalram Chowk and Datala Road. Drivers going from Jatpura Gate via Ramnagar towards Juna Warora Naka should go towards Nagpur via Pani Tanki, Priyadarshini Chowk, the bus stand, Siddharth Hotel and the flyover. Residents living between Dikshabhoomi and Sant Kevalram Chowk should not park vehicles by the roadside and should keep them only in the declared parking areas.
The stretch from ITI College to the District Stadium, the road to the right of the Warora Naka dargah, Puttewar Hospital, Bukawar Hospital and the area from Warora Naka to Pink Planet are also declared no-parking and no-hawkers zones.
Parking has been designated for those attending the ceremony. For vehicles coming to Dikshabhoomi from Nagpur Road, parking is at Shakuntala Lawn and the ground in front of Janata College (Idgah ground). Vehicles coming from the city will park at the St Michael's School ground and the ground near Sindhi Panchayat Bhavan. For vehicles coming from Wadgaon, Akashvani and nearby areas, Lokmanya Tilak High School near the District Stadium is available. The police department has appealed to all Buddhist devotees, followers and members of the public attending the ceremony to follow the traffic arrangements, keep vehicles only in the declared parking areas, and cooperate with the police in maintaining peace and order.
