Questions have been raised at the administrative level over the process of absorbing some employees into the Ghugus Municipal Council. The council's meeting has decided to write to the divisional commissioner, Nagpur, to find out under which rules and procedure these employees were taken into the council.
According to council resolution number 23/1, the issue of absorption of employees was raised during a discussion held in the presence of the council president and all members. A proposal was moved at the meeting to ask the divisional commissioner, Nagpur, on what basis of rules these employees were absorbed into the council. The proposal was reportedly approved unanimously.
The matter has also brought up the rights of older employees who worked for a long time, from the gram panchayat days until the council was formed, but could not be absorbed into the council before their period of service ended. The question being asked is how such employees will get justice if they were not given an equal opportunity or the benefit of seniority as per the rules.
According to information from sources, questions are also being raised in some cases over seniority and length of service. It is being said that if an employee has been in service for a long time and a junior has received the benefit of permanent or regular service, it is necessary to examine whether the principles of seniority, service rules and equal opportunity were followed in such a process.
Decisions on the appointment, absorption, seniority, regularisation or permanency of employees should be in line with government rules, sanctioned posts, service conditions and the approval of the competent authority. A divisional-level inquiry is therefore expected to clarify which process was actually followed, how long these employees had served, and how seniority was considered at the time of absorption.
Meanwhile, there is also talk of transfers or change of offices for some employees at the council premises. However, the council administration has so far given no official confirmation.
Attention now turns to whether, if the divisional inquiry finds violation of rules, disregard of seniority or administrative irregularity in the absorption process, action will be taken against the officials or those responsible as per rules. Another important question is what steps the administration will take to secure justice for the older employees who served for a long time but did not get the benefit of absorption into the council.
The actual position is likely to emerge after the letter to the divisional commissioner, Nagpur, and the reply that comes from there. Demands for an impartial inquiry into whether rules were followed transparently in the matter of absorption, seniority and service rights of employees are gaining strength.
