Nagpur birth, death certificates delayed by 3-4 months as about 7,900 applications pile up

Residents of Nagpur seeking a birth or death certificate are now facing long waits. Applicants once did not have to wait long, but the certificates have become a headache. A large number of applications are pending, and many people are waiting three to four months for a certificate.
About 7,900 applications for birth and death certificates are said to be pending with the Nagpur Municipal Corporation (NMC) and the district health department. Around 3,400 of these are at the district level, while more than 4,500 applications have been stuck at the NMC headquarters since June. According to officials, most of the pending cases relate to birth and death records from before 2016.
The biggest hurdle is a single login on the Civil Registration System (CRS). The health officer at the NMC headquarters currently has only one CRS login for processing records from before 2016. This has slowed the verification, approval and issuing of certificates.
Following an order issued by the office of the Registrar General of India on June 8, 2026, district-level approval was made mandatory for records from before 2016. The number of pending applications has kept rising since then.
Seeing the growing problem, NMC Commissioner Dr Vipin Itankar held a meeting with officials and reviewed the whole matter. He has directed the officials concerned to write to the office of the Registrar General of India seeking additional CRS logins. They have also been asked to clear the pending applications quickly so that citizens get their certificates at the earliest.
An NMC official said a request for additional CRS logins was made to the state's birth and death registration officials about two months ago, but there has been no reply so far.
The NMC receives about 1,500 to 2,000 applications for birth and death certificates every month. It holds birth and death records going back to 1910. Old records from 1910 to 2015 are kept at the NMC headquarters. These are not needed only by Nagpur residents; people from Madhya Pradesh, Uttar Pradesh, Chhattisgarh and other states also apply to the NMC for old records.
Certificates for records from 2016 onwards are issued through the NMC's zone offices. However, since records from before 2016 are processed at the district level, these applications are taking longer to clear.
The district health department is also under growing strain. It receives about 400 applications a day from the NMC, 29 municipal councils and nagar panchayats, one cantonment board, and 761 gram panchayats and villages. Besides pre-2016 birth and death registrations, the same district-level CRS login is used for delayed registrations, updating registrars' mobile numbers and Aadhaar authentication. With so many tasks resting on one login, the workload has grown further.
According to officials, although about 400 applications arrive at the district level every day, only about 100 are processed. As a result, the number of pending applications keeps growing and citizens have to wait months for the documents they need.
Birth and death certificates are required for many government and legal matters, so months of delay hold up other work for citizens as well. Residents are now watching to see whether additional CRS logins are granted and whether the pending applications are cleared quickly.
