The Bombay High Court has issued important directions to curb air and noise pollution during Diwali and other festivals. The court has ordered a complete ban on bursting firecrackers on public roads during festivals. Following the order, discussion has begun on the rules for bursting firecrackers on Diwali.

The directions were given by a bench of Justice Girish S. Kulkarni and Justice Neela K. Gokhale, which was hearing a suo motu public interest litigation. The court said that while celebrating festivals, it is necessary to ensure that there is no threat to people's health and the environment.

The court expressed concern that bursting firecrackers on public roads during festivals increases noise and air pollution. It has therefore directed that bursting firecrackers on public roads be prohibited. The directions are not limited to a single festival and will apply during different festivals.

However, the order does not mean that the manufacture and sale of firecrackers has been banned outright. The ban on bursting firecrackers in public places and the rules governing the sale of firecrackers are two separate matters.

The court also drew attention to the nuisance caused by DJ systems, Dolby systems and loudspeakers played at high volume in festival processions and events. It made clear that it is necessary to observe the prescribed noise limits and to take action against those who violate the rules. Powerful laser lights and intense beams of light used at public events have also been prohibited.

The responsibility for effectively implementing the court's directions lies with the authorities concerned. Emphasis has been laid on informing people about the rules, spreading awareness in public places and preventing violations of noise pollution rules.

During Diwali, people should avoid bursting firecrackers on public roads and keep themselves informed of the restrictions in force in their area. Taking care of the health and safety of others while celebrating is equally important.
