The Pune Municipal Corporation has changed the undertaking it takes from developers, making them responsible for water for at least three years after residents move in.

Pune, October 31, 2026: Developers will now have to arrange water for new buildings coming up in the 32 villages added to the limits of the Pune Municipal Corporation (PMC). The responsibility will last for at least three years after people start living in the building. If the PMC starts its own supply after three years, the developer will have to provide water until then. In other words, whichever of the two comes later will be treated as the period.

The PMC has changed the undertaking it takes from developers for this. The aim of the new conditions is to put the arrangement of water, and its cost, on the builders. This could bring relief to housing societies that are currently spending lakhs of rupees on private tankers.

The earlier undertaking, introduced in 2026, had an exemption. After the society was formed and commercial units became operational, developers could shift this responsibility to the housing societies. As a result, residents of these areas were left dependent on tankers even after the areas came within PMC limits.

Under the revised conditions, arranging water through borewells, tankers and temporary storage tanks is the developer's responsibility. They will also have to bear the entire cost. Developers will remain accountable at every stage: building permission, completion certificate and occupancy certificate.

Developers will also have to state clearly the existing water arrangements and their responsibilities in purchase documents, that is, the sale deed, allotment letter and society registration papers. Water supplied by tankers and borewells will have to be tested in a laboratory from time to time.

Violation of the conditions can attract a penalty, suspension of permission and a freeze on new approvals. In serious cases, further action may also be taken. The conditions will apply in the same way even if a project is handed over to a new owner.
