The Aam Aadmi Party wants the Pune Municipal Corporation to recover the fine and probe the developer's other projects in the city over alleged unauthorised road digging.

The Aam Aadmi Party (AAP) has demanded strict action against Malpani Ventures over alleged unauthorised road digging linked to a construction project in Baner. The Pune Municipal Corporation (PMC) has imposed a fine of Rs 5.48 crore on the company. The party wants the amount recovered immediately and the developer's other projects in the city to be investigated.

Raviraj Baban Kale, state president of AAP's youth wing, said the civic body must go beyond issuing notices and must recover the fine imposed for the violation. He has also sought an inquiry into whether the developer dug up other sites or laid electric cables without permission.

In a statement issued on October 26, Kale said the PMC's road department had fined Malpani Ventures Rs 5,48,64,000 for digging a public road without approval for a construction project coming up at survey number 33/1/9 in Baner.

Kale claims the matter came to the notice of officials only because AAP pursued the issue. He has now asked the civic body to speed up the recovery process. He asked what steps will follow if the developer does not pay the fine.

The party also cited an earlier case involving the same developer. The PMC had imposed a fine of Rs 1,28,01,600 for alleged unauthorised digging at a construction site at survey number 23 in Balewadi. According to Kale, the PMC's road department recovered that amount. He demands that the Baner fine be recovered in the same way and that the administration take a tough line on repeated violations.

Kale also said the road department had written on October 12, 2026 to the executive engineer of the building development department. The letter says that if the developer does not pay the Baner fine, a stop-work notice should be issued on Malpani Ventures' ongoing construction projects in Pune.

Attention now turns to what the building development department does next. AAP has sought a clear answer on the recovery proceedings and on whether the proposed notice will be acted upon.

The party has demanded an inquiry into all other Malpani Ventures projects in Pune, to establish whether the required permissions were taken for road digging and for laying electric cables. Kale also alleged that these actions violate the PMC's "stretching policy", and said the claim should be tested under the applicable rules.

He added that if evidence emerges that officials or anyone else helped the developer escape accountability, AAP will approach the municipal commissioner.

The allegations and demands have been raised by AAP. What happens next will depend on the civic administration's review and subsequent action.
