A gram sevak barged into the office of Gajanan Marotirao Mundkar, group development officer of Warora panchayat samiti in Chandrapur district, in an inebriated state and created a ruckus. A case has been registered against him at Warora police station. The accused has been identified as Vivek Titre, who works as a gram sevak at Chimur panchayat samiti. He abused the BDO in obscene language and also threatened to file a false atrocity complaint against him. Police have booked him under the section relating to obstructing government work.

The incident took place around 3 pm on September 17, when 33 year old group development officer Gajanan Mundkar was attending to his routine administrative work in his office. A man in an intoxicated state suddenly barged into the office and began shouting loudly without any reason. Office attendant Jyoti Dhongde tried to calm him down, but the intoxicated man kept shouting. Seeing the seriousness of the matter, BDO Mundkar himself asked him what the matter was and who he was. He gave his name as Vivek Titre and said he worked as a gram sevak at Chimur panchayat samiti. Pranav Bakshi, who was present in the office at the time, recognised him as his batchmate and informed the officials.

The group development officer then asked, in an administrative capacity, whether he had come to the office on leave. On hearing this, the intoxicated Vivek Titre grew even more agitated. In a highly defiant tone he said, I am a king, I do not need leave, nobody questions me, I am not bound by you, and I am not even an employee here, and kept creating a ruckus. Mundkar then explained to him that he himself was a government employee and that it was not right to come to a government office in this state after drinking. Hearing this, Vivek Titre flew into a rage, got up from his chair without listening further and began abusing the group development officer in extremely filthy and obscene language. He did not stop even then and issued a direct threat, saying who are you to question me, I will see you, I will slap an atrocity case on you, thereby directly disrupting the government work of the office.

Seeing the ruckus escalating in the office, the group development officer immediately contacted Warora police station. As soon as he saw the call being made to the police, Titre fled the spot while still shouting. Following the incident, Gajanan Mundkar himself went to Warora police station and filed a formal verbal complaint. On his complaint, Warora police have registered a case against accused Vivek Titre under Section 221 (obstructing public servant in discharge of duty), Section 296 (obscene acts or words in a public place) and Section 351(2) (criminal intimidation) of the Bharatiya Nyaya Sanhita (BNS), 2023. Assistant sub-inspector Sanjay Gaurkar is further investigating the case under the guidance of police station in-charge Inspector Omprakash Sontakke. The incident of an intoxicated employee threatening a senior officer in broad daylight at a government office has caused a stir in administrative circles.
