Discontent is growing among officers and employees of the Nagpur Improvement Trust (NIT) over delays in promotions and postings. In some cases promotions were granted but employees were not given new postings, it is said. Several promotion proposals are also still pending. Alleged irregularities in distributing additional responsibilities have raised questions about the working of the administration.
The complaints relate to administrative decisions taken during the tenure of NIT chairman Sanjay Meena. Objections have been raised in particular to the way promotions are being implemented and higher responsibilities are being assigned.
Employees promoted to the post of junior engineer in November 2025 allege that they have not yet been allowed to join the new post. Despite the promotion, they are still working as civil engineering assistants. Similarly, officers made executive engineers in March 2026 are said to be still working in the grade of assistant engineer Grade-I because their postings are pending.
The promotion process for assistant engineer Grade-I posts has also been delayed. A meeting of the Departmental Promotion Committee (DPC) was held in March 2026 to consider promotions. According to the complaints, the minutes of that meeting have not been approved so far. As a result, the related promotion orders could not be issued.
Employees of other administrative cadres who have been promoted are also waiting for postings. This has further increased discontent within the organisation.
There is also an allegation that junior officers are being given additional charge of higher posts, while senior officers and employees on the seniority list are being overlooked. Employees say such decisions could hurt the careers of those eligible for promotion. Questions are also being raised over adherence to the prescribed seniority rules and administrative norms.
The affected employees demand that pending postings be completed without further delay, that the DPC minutes be approved and that promotion orders be issued to eligible candidates. They have also demanded strict adherence to seniority and the applicable rules when additional charge is assigned.
The employees have also sought an explanation for such a long delay, and have demanded that responsibility be fixed for the pending decisions.
No official response to the allegations could be obtained from the Nagpur Improvement Trust administration. Further action in the matter is awaited.
