A tax collector with the Nagpur Municipal Corporation (NMC) has been booked on the allegation of tampering with government records in an attempt to obtain Rs 50 lakh in government assistance. The case has raised serious questions over the scrutiny of claims under the Covid-19 relief scheme.

The employee, Amit Laxman Thombare (31), works as a tax collector in the NMC's Lakadganj zone. He is accused of tampering with genuine office documents and furnishing false information in order to benefit from financial aid set aside for the families of civic employees who died during the Covid-19 pandemic.

Lakadganj police registered the case on October 12 on a complaint by Prabhakar Kale (53), a tax superintendent attached to NMC's Zone 8. The allegations are being investigated.

According to the complaint, Thombare's father, Laxman, was a peon at the Lakadganj zone office and died during the pandemic. After his death, Thombare got a job with the corporation on compassionate grounds.

Under a government circular, the families of eligible government and corporation employees who died in the pandemic could receive financial assistance of Rs 50 lakh, subject to prescribed conditions.

Investigators suspect that Thombare altered government documents and entered false information in them in an attempt to qualify for this compensation. The alleged irregularities came to light during scrutiny of the claim, after which the corporation administration initiated the complaint process.

The case hinges on whether the government records submitted with the compensation claim were genuine. Police will now have to establish which documents were allegedly altered, what information was misrepresented, and whether the alleged changes were made to obtain a financial benefit he would not otherwise have been entitled to.

The circumstances in which the irregularities were detected, the nature of the alleged changes and the exact role of the accused are considered key aspects of the investigation.

The alleged attempt to obtain such a large sum raises questions about the safeguards around compensation claims, especially where benefits depend on government service records and eligibility documents.

Investigators will also have to ascertain how the disputed documents passed through the administrative process, if they did, and whether anyone else was involved in preparing, verifying or forwarding the claim. These matters have not yet been established.

Lakadganj police registered the case on the basis of the complaint and preliminary questioning. The further investigation is looking at the extent of the alleged tampering with records and whether any amount was actually paid on the compensation claim.

The allegations against Thombare remain subject to investigation and a court's decision.
