PMC Additional Commissioner Pavneet Kaur has ordered a departmental inquiry into the final occupancy certificate issued to the Monte Rosa project in Hingne Khurd.
Pune, October 29, 2026: Pune Municipal Corporation (PMC) Additional Commissioner Pavneet Kaur has ordered a departmental inquiry into the final occupancy certificate issued to a construction project in Hingne Khurd. She says that when the certificate was issued, it was not properly checked whether the work had been completed and whether the legal conditions had been met.
Kaur has written to the PMC City Engineer. The letter says work on the project, named Monte Rosa, was incomplete, yet a final occupancy certificate appears to have been issued. The letter also questions whether the construction conformed to the approved plans, and whether the environmental clearance and the required Consent to Establish and Consent to Operate were verified.
"It appears that the final occupancy certificate was issued while the work was incomplete, without the necessary checks and verification," Kaur wrote in the letter.
The letter asks officials to suspend, for at least one year, the registration or licence with the corporation of architect Vilas Jagannath Yele, or the licensed architect responsible for the project, and to blacklist the architect. According to the letter, the architect issued a completion certificate despite the work being incomplete, thereby misleading the PMC, it is alleged.
Kaur has also said that work being done within PMC limits in connection with the project's owners and developers should be stopped. Construction proposals submitted by them should be put on hold until further orders. The letter names Tushar Builders and B.K. Infra LLP among those associated with the project.
Kaur has also asked for a departmental inquiry against Junior Engineer Nishikant Chapekar and Deputy Engineer Rahul Tikhe, who are alleged to have been lax and negligent in their duty. She has asked officials to keep her informed of the action taken.
The letter sets out proposed action and preliminary findings. It does not establish the outcome of the inquiry, nor does it confirm that the action mentioned in the order has been implemented.
