CREDAI Pune Metro wants PMRDA to stay planning authority for township projects in 23 villages

The developers' body says shifting planning powers to the PMC could delay approvals for integrated township projects in the 23 villages merged into the civic body.

Pune, October 23, 2026: CREDAI Pune Metro, the local arm of the Confederation of Real Estate Developers Associations of India, has asked the Maharashtra government to keep the Pune Metropolitan Region Development Authority (PMRDA) as the planning authority for integrated township projects in the 23 villages included in the Pune Municipal Corporation (PMC).

The demand follows a state government decision of February 12, 2026, which appointed the PMC as planning authority for these villages. CREDAI Pune Metro president Manish Jain has written to the state's urban development department, saying the change could delay approvals for ongoing township projects.

Projects whose revised master layouts have already been approved by the PMRDA, and whose developers have paid the required premium, could be affected in particular.

Some of these projects fall entirely within PMC limits, while others straddle both the PMC and PMRDA areas. According to CREDAI, development work on many projects is well advanced, and there is concern over how the remaining and further approvals will be handled under the new arrangement.

The association claims that the PMC has far more building permission and layout approval proposals pending than the PMRDA. As a result, developers seeking clearances from the civic body have to wait longer.

CREDAI also said integrated township projects must be completed within the time set by the rules in force. If permission for development is delayed, the work and the completion schedule of a project could be affected.

The association argues that if the PMRDA continues to handle these projects, work will have continuity, since it processed the earlier approvals. CREDAI also pointed to the PMRDA having a Director of Town Planning, a post that, it said, could help resolve technical planning issues faster.

Under the integrated township rules, when a project falls under the jurisdiction of more than one planning authority, the state government can decide which authority will grant permissions and monitor the project.

Citing this provision, CREDAI has asked the government to declare the PMRDA the planning authority for all integrated township projects in the 23 villages, instead of handing the responsibility to the PMC.

The state urban development department has sought the PMC's opinion on the proposal. The civic body's response is expected to play an important part in the government's decision on CREDAI's demand.
