Nagpur's civic body has ordered all temporary firecracker stalls on footpaths removed at once, and the city police have set up a 24-hour complaint line for air and noise pollution.
The Nagpur Municipal Corporation (NMC) is set to crack down on unauthorised firecracker stalls that come up on roads and footpaths during Diwali. Directions issued at the level of the NMC's additional commissioner say all temporary firecracker stalls on the city's footpaths must be removed immediately.
Guidelines have also been sent to the assistant commissioners of all 10 zones, the anti-encroachment department and the market department. An estimated 300 to 400 unauthorised stalls come up in large market and public areas such as Sitabuldi Mahal, Dharampeth, Cotton Market and Reshimbagh ground. Strict action against them is highly likely.
The NMC administration's letter specifically refers to a court order of October 17, 2016, on a public interest litigation. According to the NMC, demand for firecrackers rises during festivals, and illegal stalls then come up at main intersections, on footpaths and in public places. This blocks traffic on roads and also affects the safety of pedestrians.
The letter says firecrackers fall in the category of highly inflammable and explosive goods. Selling them without valid permission and adequate fire-safety arrangements poses a grave danger to the lives and property of the public. It also makes clear that the fire brigade and the police do not issue any kind of no-objection certificate (NOC) for stalls set up on footpaths.
Under the administrative guidelines, officials concerned in all 10 zones have been told to survey the main roads, markets and intersections in their areas immediately. Orders have also been given to remove all stalls operating in violation of the rules at once and to clear encroachments from public places completely.
A complaint redressal system for air and noise pollution caused by bursting firecrackers has been started at the Nagpur City Police Commissionerate. The arrangement has been made in line with an order of the Bombay High Court.
A separate control room will run round the clock to receive complaints. Citizens are urged to report air and noise pollution on mobile number 9823300100. Complaints received will be attended to immediately, appropriate legal action will follow, and the necessary steps will be taken to resolve them.
