The Pimpri-Chinchwad Municipal Corporation (PCMC) has had construction stopped on a large project in Kiwale after the land records department cancelled the map measuring the land. The corporation's "J" ward office has temporarily suspended the builder's construction permission until further orders. The documents on the basis of which the approval was granted have themselves now been cancelled.

The project was coming up on land under survey numbers 3/1/3 and 3/2 in Kiwale. The corporation had issued its first building permission, numbered BP/Kiwale/90/2024, on September 2, 2024, to Sukhbir Kapoor Singh Chaudhary, a partner of M/s Shree Sai Capstone.

The matter arose when Dattatray Gangaram Chinchwade objected to the measurement of the land and filed an appeal with the Deputy Superintendent, Land Records. After hearing the appeal, the deputy superintendent issued an order on August 25, 2026. The order cancelled the earlier measurement of the property and the "C" copy of the survey map given to the builder.

After the map for survey numbers 3/1/3 and 3/2 in Kiwale was cancelled, the corporation's town planning department directed that work being carried out on this land by M/s Sai Capstone Partnership be stopped immediately. The department also cancelled with immediate effect the development plan remarks and the certificates relating to the verification of marginal distances that had been issued earlier.

Lalit Khobragade, PCMC's Deputy Director of Town Planning, initiated the action after taking legal opinion on Chinchwade's complaint. Vikas Gophane, Superintendent of Land Records, had cancelled the survey map on August 25, 2026. This map was the basis of the corporation's approvals for the project.

PCMC's "J" ward officer, Ashwini Gaikwad, then issued an order on September 22, 2026. The order said the building permission for this plot would remain temporarily suspended with immediate effect until further orders.

The final outcome will depend on court rulings. The corporation has clarified in its order that the suspension is subject to the final decisions in the cases pending before the civil court in Pune and the district court at Shivajinagar.

The order also allows Sukhbir Chaudhary, partner of M/s Shree Sai Capstone, and others to appeal against the decision to the Superintendent of Land Records within the stipulated time. According to the order, the final decision on that appeal will be binding on both parties, and the corporation will take its further final decision accordingly.
