Mumbai Police have set up a Special Investigation Team (SIT) to look into an audio clip that allegedly refers to a payment of Rs 500 crore, a recording that has stirred Maharashtra politics and set parties in the ruling Mahayuti against one another. The team was announced on October 26 and is led by Additional Commissioner of Police Shailesh Balkawade.
The clip was made public by Manoj Jarange Patil, a leader of the Maratha reservation agitation, at a press conference on October 22. The recording is said to carry part of a conversation among several people. It allegedly mentions Rs 500 crore being handed to Jarange through Shrikant Shinde, a Shiv Sena MP and the son of Deputy Chief Minister Eknath Shinde. The conversation is also said to touch on ways of weakening the impact of the Maratha reservation movement.
Jarange has described the recording as proof of a conspiracy against him and against the Maratha community. Leaders of the BJP and the Shiv Sena, the two partners in the Mahayuti alliance, have since begun trading charges over the matter.
Acting on the instructions of Chief Minister Devendra Fadnavis, who had asked the Mumbai Police Commissioner for a thorough and impartial inquiry, the police announced a team of three officers. Balkawade heads it. Deputy Commissioners of Police Vijaykant Sagar and Bajrang Bansode are its members.
The SIT will put the clip through forensic and technical examination, work out whose voices can be heard, and examine the reference to the alleged financial dealing. If needed, it will also be responsible for appointing further officers and for placing its findings before senior officers.
Much remains unknown. It is not yet clear who is speaking in the recording, whether any proof exists of the transaction it describes, or whether the audio is genuine or was produced with the help of artificial intelligence. Its authenticity has not been separately established, and only an independent investigation can settle the truth of the conversation and its real context. That is why the forensic work is expected to matter most in this case.
Jarange responded to the formation of the SIT with a pointed warning to the government. In his view, simply constituting an inquiry team should not turn the matter into a formality, and the investigators must dig down to the root of it. He repeated that the clip was not created with AI and that it is genuine. He wants the inquiry to establish who the speakers are, who stands behind them, and who recorded the conversation and then put it into the public domain. He also asked that the investigation be free of pressure and be conducted transparently.
The Maratha leader also raised doubts about the head of the team. He noted that Balkawade was earlier the Superintendent of Police of Jalna district, and he questioned the officer's impartiality. Jarange claimed that Balkawade is close to Fadnavis and argued that the probe should therefore stay clear of any political influence. These are Jarange's allegations and misgivings; no conclusion has been reached on the impartiality of the investigating officers.
Jarange further asked that the inquiry not stop at the alleged payment but also examine the political motive behind the recording. He wondered aloud whether it had been used to end Eknath Shinde's political career, and he asked for a check on whether alleged differences between Fadnavis and Shinde have any bearing on the affair. He also asked whose purpose the whole episode serves.
According to Jarange, if the investigation fails to bring out the truth, people may begin to doubt the Chief Minister's own role. He therefore appealed to Fadnavis to ensure a fair inquiry and to clear his own position.
The Shinde camp has denied any link to the alleged transaction. Eknath Shinde and MP Shrikant Shinde have both rejected the allegations. Shiv Sena leaders have themselves asked for an inquiry into whether the recording is genuine and into what lies behind the transaction mentioned in it. Some political leaders have expressed the apprehension that the clip could be fake or AI-generated.
The Opposition has joined the debate as well. Sanjay Raut, Member of Parliament from the Shiv Sena (Uddhav Balasaheb Thackeray), has written to Union Home Minister Amit Shah and asked that the Enforcement Directorate (ED) investigate the matter.
For now, the state is waiting to see whether the SIT can establish the voices in the clip, the truth of the alleged transaction and the full picture behind the affair, and whether its findings will satisfy the people who have questioned the inquiry from its first day.
