Thousands of e-rickshaws have been running on Nagpur's roads for years, promoted as good for both the environment and the pocket. But whether the people driving them were trained was never seriously questioned. The result was a rise in accidents involving inexperienced drivers, and the Maharashtra transport department has now acted.

The Regional Transport Office, or RTO, has made clear that no one will be handed an e-rickshaw licence without completing training. A rule that should have been in place from the start is being enforced only after hundreds of accidents.

According to new guidelines issued by Joint Transport Commissioner Sandesh Chavan, e-rickshaw drivers will need to undergo 10 days of training at a recognised motor driving school to get a commercial licence. The training includes 5 hours of practical classes. The guidelines also provide for action against drivers found without a badge, provided checking staff are able to make time for it.

It is widely known that most driving schools in the city hand out certificates without vehicles being involved. In view of this, the RTO has warned that any school found entering incorrect information on the 'Vahan' portal or issuing fake certificates will face strict legal action.

The transport department has moved e-rickshaw drivers out of a relaxed category and into the commercial driver category. The new guidelines also set conditions for driving schools. Every training centre must have its own vehicle, and at least one e-rickshaw must be available at the centre. Fitness and insurance documents must also be complete and in order. The 10-day 'Form 5' or '5-B' certificate will be issued only after the RTO completes a thorough inspection.
