Dharti More and other petitioners had moved the Nagpur bench of the Bombay High Court over the Nagpur Municipal Corporation's failure to regularise nurses who had worked for the civic body for years without being made permanent. During the hearing, the High Court had issued a strong warning to the corporation over the unexplained delay. As a result, the corporation informed the court through an affidavit that it had sent a proposal for the health workers' regularisation to the state government.

Advocate Ravi Sanyal appeared for the petitioners, additional government pleader Ashirgade argued for the state government, and advocate Jemoni Kasat represented the corporation. After hearing all three sides, the court set the course for the next hearing.

Complying with its earlier order dated September 21, 2026, the corporation submitted an additional affidavit stating that the proposal for petitioners found eligible for regularisation had been sent to the state government. All related documents were also submitted along with the affidavit to place details of the corporation's action before the court. Justices Anil Pansare and Nivedita Mehta took the affidavit and accompanying documents on record.

After the affidavit was submitted, a copy was made available to the petitioners' advocates so they could examine the corporation's stand. The petitioners' advocates sought time from the court to study the documents in detail before presenting their case. The court granted the time sought.

When the court asked about the timeline, the corporation, after taking instructions from medical officers of the health department, told the court that a total of 231 employees had been found eligible for consideration for regularisation as per the terms of the decision. The corporation also assured the court that the proposal for these 231 eligible employees would be sent to the state government at the earliest.

During the hearing, the court stressed that the corporation officials' conduct and the delay involved were being viewed under the provisions of the Contempt of Courts Act, 1971. Records before the court showed that it was only after the High Court signalled possible action under the contempt law that officials recognised the seriousness of the matter, following which the regularisation process moved forward.
