Musk accuses Ukrainian military of using Starlink for drone strikes, says loophole closed
Elon Musk says Ukraine's army broke Starlink's terms of service by using the civilian network for offensive drone attacks, and that a technical loophole was fixed last week.

Billionaire businessman and SpaceX chief Elon Musk has accused Ukraine's military of serious misuse of the Starlink satellite internet service. In a post on the social media platform X, Musk said the Ukrainian army had directly violated Starlink's official terms of service. According to him, this civilian communication system was used to kill people and carry out offensive drone attacks.
Musk says Starlink is essentially a commercial and civilian communication system. Using it directly as a weapon in any military attack does not fit within its rules, he said.
Musk further said that the technical loophole through which the Ukrainian army was running Starlink for drone missions was fixed last week. This was why some restrictions had come into effect on Starlink's speed and connectivity. Musk said plainly, "Starlink was built to make communication between humans easier, not to take human lives." After the action, tension between the United States, SpaceX and the Ukrainian administration appears to have flared again.
To go back a little: when Russia launched a full-scale attack on Ukraine in February 2022, Ukraine's old communication system was completely destroyed. In that difficult time, Musk's Starlink satellite network proved a lifeline for Ukraine. Russian forces could neither jam Starlink's signals nor destroy it directly, so the network became a strong shield for the Ukrainian army. Starlink has been a vital tool on the battlefield for keeping soldiers in contact, handling logistics and monitoring movements at the front.
Besides commercial Starlink, the Ukrainian army also relies heavily on a special military satellite system called Starshield, which is controlled by the US government. Explaining the difference between the two systems, Musk said Starshield falls entirely under the US government and how it is used is for the American administration to decide. But he said he cannot accept commercial Starlink being misused for offensive action.
In the past few days, restrictions on the speed of Starlink and Starshield had badly hampered operations on Ukraine's front line. Reports emerged that the reduced speed forced the Ukrainian army to cancel missions to shoot down Russian drones and respond to air strikes. Advance warnings of Russian missile attacks from friendly countries were also disrupted for some time.
Seeing the gravity of the situation, Ukrainian President Volodymyr Zelenskyy intervened immediately and announced that Starlink and Starshield services had been restored. Zelenskyy said the network was running again at the earlier speed needed for Ukraine's security, and that communication on the front line was now stable. Musk has claimed that if this satellite network were shut down completely, Ukraine's entire front line would collapse within hours.
The dispute over the use of Starlink has not remained limited to technology and now has an international political dimension as well. After Musk's allegations, discussion has intensified in American political circles and at the White House. International thinkers are once again asking whether a private technology company should have the power to change the course of a war.
Musk claimed that SpaceX has contributed more to Ukraine's defence than any other private company in the world. He also sharply criticised warmongers who stoke wars without seeking any concrete path to peace. The world will be watching how the Ukrainian army manages its dependence on Starlink in the coming days and how compliance with Musk's terms of service is ensured.
