Hinganghat liquor smuggler sent to Nashik Road jail under MPDA
A Hinganghat man facing 26 cases since 2018 has been externed to Nashik Road Central Jail under the MPDA Act.
The Wardha district administration has sent a liquor smuggler from the Hinganghat police station area to jail under the MPDA Act. The man, Sheikh Afsar alias Dingya Sheikh Aslam, 34, is a resident of Nishanpura Ward, Hinganghat, Hinganghat tehsil, Wardha district.
According to police records, a total of 26 cases have been registered against the man at Hinganghat police station since 2018. Of these, 2 cases are for offences against the body, while 24 cases are under the Maharashtra Prohibition Act. Police said he had struck fear into the Hinganghat area since 2018, to the extent that many people did not dare to go to the police station to file complaints against him. This was disturbing peace and order in the area and making life difficult for ordinary residents.
Action had already been taken against him before. He was externed from Wardha district for 20 days under Section 56(1)(a)(b) of the Maharashtra Police Act, 1951. He was also made to furnish a final bond for one year under Section 129(e) of the Bharatiya Nagarik Suraksha Sanhita, 2023. But despite all this action, he refused to mend his ways and continued to commit offences.
Following this, Hinganghat police station inspector Anil Raut prepared a proposal to extern him under the Maharashtra Prevention of Dangerous Activities of Slumlords, Bootleggers, Drug Offenders, Dangerous Persons, Sand Smugglers and Persons Engaged in Black Marketing of Essential Commodities Act, 1981 (amended 2015), commonly known as MPDA. The proposal was sent through Wardha Superintendent of Police Saurabh Kumar Agarwal to District Magistrate and Collector Wanmathi C. Collector Wanmathi C. issued the externment order on 25 September 2026, directing that Sheikh Afsar alias Dingya Sheikh Aslam be sent to Nashik Road Central Jail. Under this order, he has been externed to Nashik Road Central Jail.
Superintendent of Police Saurabh Kumar Agarwal and Collector Wanmathi C. said that to maintain peace and order in Wardha district and ensure the upcoming Ganeshotsav, Durga Utsav, Dussehra and Diwali festivals pass off peacefully, strict action will continue to be taken under the MPDA Act against illegal liquor sellers and dangerous persons involved in hooliganism.
According to police, a total of 18 liquor smugglers and other offenders involved in hooliganism were externed to various jails under the MPDA Act in 2025. In addition, 9 illegal liquor smugglers and dangerous persons have been externed to various jails so far in 2026.
The action was carried out under the guidance of Wardha Superintendent of Police Saurabh Kumar Agarwal, Additional Superintendent of Police Sadashiv Waghmare, Hinganghat Sub-Divisional Police Officer Sushilkumar Nayak and Wardha Local Crime Branch Police Inspector Vinod Chaudhary. Those involved in the operation included Local Crime Branch, Wardha police head constables Amol Aatram and Ashish Maheshgauri, police inspector Anil Raut, along with Hinganghat police station head constable Pravin Deshmukh and police personnel Sangram Munde, Shivshankar Yadav, Santosh Lohate and Shubham Gawande.
