There is significant news for Central government employees on the 8th Pay Commission. It is strongly expected that the fitment factor in the new pay commission could be raised to as much as 4. If that happens, Central employees will see a big increase in their pay.

The 8th Pay Commission, set up for Central government employees, is currently in the process of preparing its report for the government. The commission is getting ready to give its final recommendations. Before that, it is seeking suggestions and feedback from Central government employees, groups of pensioners, associations and other stakeholders. Going by the current trend, the biggest demand before the commission is on the fitment factor.

The fitment factor is a multiplier. It is used to convert the old basic pay into the new pay structure. Under the relevant rules, it can also affect pension revisions. A fitment factor of 2.57 was applied in the 7th Pay Commission. For the 8th Pay Commission, some employee associations have recommended a multiplier of 3.83 or even 4. Experts estimate that the fitment factor could lie between 1.83 and 2.57. However, the actual fitment factor is decided only after the commission's recommendations and the Central government's approval.

A calculation of possible pay increases for Central government employees has been made on the basis of the associations' demands. The present minimum basic pay is Rs 18,000. Multiplied by different possible fitment factors, the new basic pay would be Rs 32,940 at 1.83. At 2.00 it would be Rs 36,000, and at 2.57 it could be Rs 46,260. At a fitment factor of 3.83, basic pay would go up to Rs 68,940, while at 4.00 it would rise to Rs 72,000. These are, however, only mathematical estimates.

When the recommendations will arrive is also a question. The recommendations are to be announced within 18 months of the commission's constitution, which makes May 2027 the deadline for submitting the report. After the recommendations are finalised, full implementation could take another two to three years. That means a pay rise announced in 2027 could take until 2029 or 2030 to be fully implemented.

For now, Central government employees will have to wait for an official announcement on the fitment factor, minimum pay and changes in pension. The final decision will become clear only after the Central government accepts and approves the commission's recommendations. The term of the 7th Pay Commission ended on December 31, 2025, last year.
