The promise of a pucca house for every rural family under the Pradhan Mantri Awas Yojana in Buldhana district remains unfulfilled. Of the 1,03,412 houses sanctioned in the second phase of the scheme, only 19,408 have been completed. Work on the remaining 84,004 houses is still pending.

Beneficiaries are still waiting to know when they will get a roof over their heads. There are allegations that while the government's aim is to provide homes to the poor, the very system implementing the scheme is obstructing it.

In Buldhana district, 1,03,452 houses were sanctioned during 2024-25 and 2025-26. However, not all houses were given equal time to complete the work.

Rs 324.01 crore in the first three instalments for these beneficiaries is still stuck. The government gives a subsidy of Rs 1.20 lakh per house, paid in four instalments of Rs 15,000, Rs 70,000, Rs 30,000 and Rs 5,000. The first three instalments are the ones being held up.

Beneficiaries complain that the amount is inadequate to begin with. The provision is about Rs 1.20 lakh for rural areas and up to Rs 2 lakh for urban areas. Given present construction costs, building a house on this sum has become a major challenge for beneficiaries. With the amount low and the instalments stuck, they are left asking how they are to build.

The delay does not appear to be due to funds alone. Verification of documents, completion of proposals, post-sanction formalities, inspection of work and the procedures required for each instalment are also making beneficiaries wait. The delay in funds, along with the administrative process, appears to be affecting the houses.
