The Pune Metropolitan Region Development Authority's GIS-based portal will issue three land documents online in seconds, with QR code verification.

Pune, October 29, 2026: The Pune Metropolitan Region Development Authority (PMRDA) has launched a GIS-based geoportal. Applicants will no longer have to make repeated trips to the PMRDA office for a zone certificate, a part plan or a site elevation certificate. All three documents will now be issued online within seconds.

The initiative has been started under the Right to Public Services Act and the state government's drive to re-engineer administrative processes. Applicants can apply from home. Whether a certificate is genuine can be checked through a QR code.

Earlier, these documents involved a long wait. A zone certificate took seven days, a part plan three days and a site elevation certificate up to 10 days. During this time, paper maps of the regional plan were examined and the location and elevation of the plot were checked.

The new system does all this work automatically. For this, the Pune Regional Plan, sanctioned in 1997, has been digitised. A digital elevation model, topographic sheets and other geographic data have also been used.

The geoportal carries information on the 674 villages within PMRDA's jurisdiction. It has more than 25 layers. These include metro routes, transit-oriented development (TOD) zones, the affected area of the proposed Purandar airport, the buffer zone of the National Defence Academy (NDA), the boundary of the High Energy Materials Research Laboratory (HEMRL), railway lines and flood lines.

The system will provide a part plan along with the zone certificate. This will reduce manual work and delays, which had hampered access to land-related information.

PMRDA Metropolitan Commissioner Dr Abhijeet Choudhary said: "People within the PMRDA's jurisdiction will now be able to see, from their homes, preliminary planning information such as the roads around a plot, flood lines and metro routes. With all three certificates available online without delay, time will be saved and the administration will become more transparent, efficient and citizen-friendly."
