The Election Commission has let eligible voters left out during the SIR in Delhi, Maharashtra and five other states re-submit their old enumeration form instead of Form 6.

The Election Commission has taken an important decision for voters who were left out during the Special Intensive Revision (SIR) of the electoral rolls. Eligible voters in seven states, including Delhi and Maharashtra, have been given one more chance to have their names added to the final electoral roll. Voters in a specified category will not have to fill a fresh Form 6 for this. They can fill in and submit their earlier Enumeration Form again.

The facility will be available to the concerned voters in Delhi, Maharashtra, Haryana, Andhra Pradesh, Jharkhand, Telangana and Nagaland. It has been decided to give another chance to eligible voters whose names could not be included in the draft electoral roll during the SIR in these places. The decision is aimed especially at voters who had been placed in a separate category as absent, shifted, dead or with duplicate entries, and whose enumeration forms were not received back.

During the SIR, the names of many voters were dropped from the draft roll. They include people who were not found at home, had moved elsewhere or could not submit their enumeration form in time. These people have now been given a chance to apply to get their names back on the roll.

Under the instructions issued on November 6, 2026, the concerned voters can fill in their old enumeration form again and submit it with the required declaration. Form 6 need not be filled in this special process. If the application is approved, the voter will be able to retain their old Elector Photo Identity Card (EPIC) number.

The Commission has asked officials in the states concerned to make special arrangements to reach voters. Under this, lists of left-out voters will be published again polling station-wise. Booth Level Officers (BLOs) will be used to contact voters. Officials may visit homes, and may also get in touch by phone, WhatsApp, email or SMS. If needed, voters will also be traced with the help of family members, neighbours and local representatives.

Voters in Maharashtra whose names do not appear in the draft roll after the SIR should first check why their name was removed. They should then meet the BLO of their polling station or the electoral registration officer to understand the next steps. The required declaration and documents must be provided when the enumeration form is submitted again. Those who have already filled in Form 6 should not rush to fill it again, but should check the status of their earlier application. According to an earlier clarification from the Commission, Form 6 applications already filled in will also be considered.

It should be clear that this decision does not mean Form 6 has been done away with for all old voters. The facility to be added without Form 6 is only for eligible voters who fall in a specified category and were left out in the SIR process. In other cases, a different procedure may apply under the rules in force. Voters should therefore check their names and act in time as per the instructions of the officials concerned.
