India and the European Union have concluded negotiations for India's formal entry into Horizon Europe, the EU's research and innovation programme, with final signing expected soon.

India and the European Union have reached an important milestone in cooperation on science and technology. Both sides have completed all negotiations on India formally joining Horizon Europe, the EU's research and innovation programme. The move gives Indian researchers, scientific institutions and technology start-ups a rare opportunity to show their strength on a global stage.

For the past few years, India and the EU have been trying to deepen cooperation in trade, technology and science. Joining Horizon Europe is not merely a partnership; it gives fresh life to India's research and development framework. The step will let Indian talent and Europe's advanced research network work together to find new solutions to the world's big challenges.

Horizon Europe is the EU's largest funding programme, covering 2021 to 2027, with a total budget of 93.5 billion euros. Once the negotiations are complete, Indian scientists and institutions will be able to apply directly for this funding and also lead projects formed together with European researchers.

Three major benefits have been listed for Indian researchers and industry. First, Indian research institutions and private start-ups can receive direct funding for large, world-class projects. Second, Indian scientists will get free and direct access to Europe's renowned laboratories, supercomputing centres and research infrastructure. Third, the exchange of ideas and knowledge between Indian and European researchers will grow, bringing "brain gain" in place of brain drain.

Within the Horizon Europe structure, "Pillar II" is considered the largest and most important part. It focuses mainly on global challenges and the competitiveness of industry. Its themes match India's national priorities closely.

Four main areas of joint research have been named. Health and medical research will work on medicines for new diseases, vaccines and digital health solutions. Digital technology, industry and space will see development of AI, semiconductors, cyber security and satellite technology. Climate change and energy will cover renewable energy, green hydrogen, electric vehicles and environment-friendly technology. Food, agriculture and bio-economy include sustainable farming methods and innovations that ensure food security.

Initial discussion on the partnership took place at the India-EU summit on 27 January 2026. Formal negotiations then picked up pace after the ministerial meeting of the Trade and Technology Council in Brussels on 15 July 2026. After continuous talks and meetings over the past few months, the negotiations have now been completed successfully. Final signing will follow soon, after which work on implementation will begin.

India is currently advancing economically on the strength of technology and science. Prime Minister Narendra Modi's "Viksit Bharat 2047" vision gives special importance to research and innovation within the country. By joining the EU's world-class research platform, young Indian researchers will be able to work to global standards. India's mark will be visible in every field, from tackling climate change to finding new industrial solutions. The partnership will not be limited to science but will also lift the strategic and economic ties between India and Europe.
